Convert Honda XL 600R to Street Legal

My buddy was quoted $800 for a kit to convert his Honda XL 600R to
street legal is there a less expensive route?

Mid '80's vintage 600R's are not street legal. I've seen the bike and
there is no way it's street legal. There are several threads on this
topic on a google search, I just could not find any on doing the
conversion.

In my state,Washington,you can no longer convert a dirt bike to a street
bike.

As stated above, Honda anything, XL is the street legal version of the
XR, period. The title for my XR (pa.) states right on the front, "not
licenceable for street use", so getting a tag for it, at least here,
would be impossible unless you know a crooked notary. The plastic as
opposed to metal gas tank on the XR won't go past inspection either.
So depending on where you live it could be a reality, but not a
likelyhood. Good luck.
